Get rid of those jam nuts and replace them with some grade-8 ones.

Tighten them and line them them up so one socket fits over both.

Then apply lots of blow torch, we're talking a good 15min, where I circled in red.

Then un-screw the jam nuts using an impact

Usually the idea is to heat the block so it expands away from the bolt. However welding a nut on the bolt works well.

I would use a oxy/acetylene torch on the block before that thing. I would also soak it with penetrating oil for a few days and weld a nut on. I've never had the double nut trick work for me personally.
 
Always used a welder or torch. Have never even seen one of those things
Induction heater. They're badass for certain things. I don't think this counts though, unless he just wants it for other stuff later.

What those are really good at is heating stuck nuts off of studs because it's expanding the nut itself off of the threads it's stuck to. In this case, it's not really applying the heat where it would be most effective. You need to do what Arse said and dump all the heat on the boss in the block, not the bolt shank. The reason mine was glowing in my video was because I had just finished welding the nut to it.

We always just heated up the nuts with a torch. And if they want to be a bitch. Wash them right off the bolt, since you all ready got the torch out:flipoff2:

Aaah; expand the boss itself.🤔

In essence; make the hole bigger by heat expansion.
