Just because all the pop up shelters and emergency increase in numbers went unused doesn't mean we aren't desperately close to overwhelmed.My favorite is the "overwhelming hospitals" scenario. If that was truly a concern, they would hire more nurses and open some rooms.
We've all been to restaurants and had to wait for a table even though tables are sitting empty. They're understaffed.
