Looks like bales of blow in insulation.

Relatively light weight, but strap it down more than barely snug and those stacks deform and burst the plastic wrap.

I was towing a 91 civic hatch home from the insurance auction one day on a tow dolly, behind a 55 chevy truck. not knowing were to go and listening to my buddy, he suddenly says turn left here! whipped it left and the civic drifted out behind us!

I did that with a jet ski in the route 1 rotary at 1am. Took me several laps to build up enough confidince to get the truck sliding but the jet ski trailer performed flawlessly.
