For the same reason they ebt buy soda/bottled water, walk outside, dump them out, cash in containers, go buy stuff with clear cash.

This. From the local panhandling corner in our town, you can see 3 gas stations, tractor supply, starbucks, walmart, hobo freight, and a bunch of other places. Every one of those places are short staffed and have help wanted signs out front. Zero fucks from me. They have made their choice, let them live with the consequences of those choices. I'll give a lot of help to a person trying to help themselves but I won't give a handout to a bum.

the bigger-est problem with the have them pump gas solution is that, if they suck at their job, the business will get fined.

Can't pump your own gas so that the attendant can do it. If you do pump your own gas the station gets a fine. If the station gets a fine...what do you do? fire the fucking guy.

Pass on both, Homeless and drug addicts are bad. But Cheap labor is not what's coming, Especially with the nonsense from politicians screaming living wage for everyone. Absolutely. The .gov is no different (and likely worse) than poorly run non-profits where large % of money is skimmed by well paid executives. They make sure there are layers of BS and rules for maximum extraction, and then some high show, no go plan gets put in place.
