And just like with the FBI, there is no reforming these agencies. They need to be shut down entirely.

Create agency that's supposed to do just one small part of the job of the old agency. Give it basically no budget. Then transfer all the other jobs over and let the ATF and FBI wither and die.
And the best part is when they've only got 1000 employees you won't have to worry about them doing the dumb shit they do now because at low staffing levels there's plenty of "real crime" to go around.
