That word is used way to often, while discussing cops. Part of the problem IMO
I kinda think tactics should be involved anytime someone is dealing with a situation where they may get hurt. Every decision anyone makes is ultimately tactical. What lane you drive in, where you walk, who your friends are, where you spend your money, so you don't go broke etc. Each of those decisions is tactical for the best outcome. Even building your rig. You don't just throw parts at it because you desire to or buy the practical parts and hope for the best. You research and plan the build to get the most out of your truck.
How do you have a "desirable" decision? Desirable is like hope. It does no good without solid (tactical) decision making. I think practical decision making requires both parties to want the same outcome. If you are dealing with someone who is not thinking clearly, someone has to be the one to come up with a plan (tactics) to get to a point of solution. In that process you need to have multiple plans (again tactics) in case something goes sideways.

Many times, it is related to law enforcement or military, but in reality, it is something everyone does every day.
