Okay, so this is the Ballast Box and Ballast weight which is concrete. When I asked the Cayuga County Super Intendant of Roads how big or heavy that block was-- he just sorta laughed and said I think it was poured into the box--so it's really heavy. I need to get that shit out to restore the box because it has some rust issues. I'm not looking forward to that project.

They were built in NY. In fact this one was built in the Voorheesville, NY plant which is about 55 miles from where it now lives in the Catskills. You are absolutely correct they popular in NY, VT, MA, NJ. ME, CT because of their location. But they also were used in places like Yellowstone National Park, Greenland at the Thule (now Pitfikk) Airbase. So they were really popular with locations that heavy snow because of their traction control system.
