Let's be realistic, they probably didn't answer because it wasn't put as non-op, so it has 10 years of back registration that need to be paid and needs cats to pass smog.
If they don't answer in writing and the buyer doesn't check they just saved a chunk of money.

Does back reg follow the VIN if it comes back to CA after getting registered out of state and then sold back to CA? Seems like an easy arbitrage opportunity.

CA cars that are removed from California do not have to pay CA DMV fees. The one caveat to this is if the car returns to CA, the DMV will try to collect the fees, even some years down the road.

There is no "Title being held hostage" issue when fees are due. You may take the unit to your home state and sell it there with no impact from California. The only impairment to the title is that the transfer & registration in California of the effected unit will cause the back fees to become due.
Sounds like you would have to keep it out of state for long enough to fall off of the books (10-15 years?)

I sold my brother a truck, it's still in my name but he hasn't paid the registration according to dmv it's out of the records. The fucking **** state of California still sues me for back registration.
Did you fill out the release of liability, burn a copy for your records and send in the original?

I've always kept copies and had to send them in more than once

Nice running driving IH a120 4x4 with new tires. Have carb kit but does run and drive or needs kit / tuned. Brakes work. Salvage title from California. Recently repaired exhaust. Needs floorboards redone. Can add in new recovered seat for an additional $750. OBO

I've never been fined, but I've had two occasions where they were in an accident and they came back to me. The wife is a pitbull about the Liability form and burning a copy.
Having her produce it and send it to DMV was a good thing.:beer:
 
Place I worked at sold a van and 9 years later we got a letter from a tow impound yard demanding money for the impound and storage becaue the apartment comped it was abandoned at had it towed

The folks that bought it drove it for nine years without ever registering it
