Corner reflector - RF signals coming from anywhere the the open quadrant are reflected directly back to the transmitter. Also explains why it's mainly mesh - to RF that is solid.
Orientation is interesting - pointing slightly up, so something airborne, and only being one array it's only useful in that quadrant (normally you see 4 or 8 back to back to provide hemisphere or spherical coverage.) Size also suggests a pretty long wavelength - similar reflector for marine navigational radar for instance is about 6-12".

Pretty sure I found it. Part of the calibration array for a Nasa radar satellite.

For the last couple of years I carry a bucket between my legs while mowing to pick up sticks and trash around my place whiile mowing and Monday I found this bucket hanger on amazon.... I can't wait to mow and not have to be holding a bucket between my legs the entire time I mow.
