I'm thinking this is photoshopped. I know they tether off machinery on steep inclines, but this seems a little extreme.

My grandfather has a photo of his tow truck holding up a big bulldozer from the top when the Oroville dam was being built. The giant cable winch tells me something similar is happening here...except the Oroville dam is bigger/taller.
