Dunno what type of people you live around. I trust my community members more than the county sheriff, and that dude is pretty solid.

What you view as your community will be different from mine. Some number of similarly thinking individuals who agree to live to a set of rules for the security and peace of those in the group.


AND, you have to think beyond current situations. People have been so cowed these days that very few will stand up and make a hard decision for fear of jail. If we look at this from the prism that gov is pretty much out of the picture and you are dependant on your neighbors to set and enforce civilization, there will end up being either a formal group of elders or an unofficial group of moral men who recognize that mad dogs need certain attention.

There are generally only two choices (or slight variants): a stongman gains support from the worst available cretins and goes authoritarian, or a group of shepard types agree to share the responsibility, and the related unpleasant tasks, to ensure their families have a better life. And yes, that second option requires some sort of moral structure to guide the decisions.

Your local crackheads are not suited to participate in such a leadership/protector role. Besides, they will likely end up on the watchlist anyway.

meanwhile phasing out new entrants past a certain birth year.
