Found these at work (electric utility) but no idea if they’re related. No markings at all.
 
Well, I searched "pliers with nipples", and somehow didn't find the answer. Surprising!

Hey, thanks for the offer of help on that cracked radiator I've got. Some day when I do something with it, I may look you up.. :beer:

Looks like they might be for spreading the lock ring that holds the top on a power pole transformer.
 
Similar but I can't think of snap rings that would engage in those "nipples". Since it has a locking mech for the open setting it I vote some sort of clampy thing remover.

Yeah, I was typing fast & didn't bother to edit - not a regular snap ring, but it's for expanding a ring or spring clamp & locking "open" for removal / installation.

I tested that theory just now, but it doesn't go wide enough for even a small can. Plus those rings are flimsy to begin with so no tool needed.


Upon closer inspection it looks like it was made out of these snap ring pliers. The jaws were ground or machined down but I can still see the part that kicks out at the tip. So they're for something very one off.
