I've seen that image hundreds of times in my life. I find it whimsical and funny. Never once thought of it as racist.
 
I don't think it is and not long ago before society got so pussified it wouldn't have been either but I can see a karen getting all bunched up today if not for it actually being in a Mexican restaurant.

On topic: yes, it's a parody / stereotype, and could be viewed as racist.

The image isn't a problem. Folks who make an issue of it are the problem.

All Karens should be required to watch PCU & a handful of Mel Brooks films.

Next town over from us opened up a restaurant called the Lazy Taco last year with a similar themed cartoon on the sign, no booze. People were butthurt and petitioned to have the name changed and won. Fucking snowflakes.

All the hispanics I met and worked construction with were racist and proud of it. Funny too. I miss getting greeted every morning walking out through the dust at the jobsite and being greeted with " Hey Fuckface" .

are they racist? No idea but I thought they were pretty cool.
