Just earlier today I was at a traffic stop, left hand turn. When we got our green at least 4 cars made it through the red, last car was occupied by an illegal (messican), he actually drove around/in front of a car that was in front of me, flipping them the bird. Mind you we had a green to go left.
Fully going through an intersection while in Red for him, but I guess he owns the road.
I remember these SOBs merely making their presence known years ago, as cops would do their jobs and arrest them/deport them.
Now they are behaving as full fledged citizens, nevermind lack of papers/insurance, and other shady shit they do around here.

When it comes to traffic I am fairly patient and in no hurry, too many red light runners here in UT.
Having driven all over US commercially it is not roses anywhere traffic wise, perhaps small towns with lesser population.

With the exception of Rappahannock and a few other most of va 10 over is fine on highways. 15 on the interstates. That is the flip side of such extreme speeding rules. With the insanely high fines they can get for those higher charges there is very little upside to harrasing people for the two lowest rungs of charges. There are no shortage of people too dumb to keep it under 15 over especially from out of state who will pay the exorbitant shit they bargain it down to. I have gotten plenty of tickets here and talked to plenty of cops. There are a very few exceptions. Accord to a State Trooper at the scale house, I asked directly, he said he's not looking at you unless you cross that threshold 15 over, specifically looking at 18-20 over steady running.
I'm sure it varies by Trooper, and there are some tight asses pulling over at lower speeds, there's a radar sign shoot on the highway (29) outside my town right now, it flashes the speed driven for everything over 60. I don't anyone is going slower than 70 past it.
I was a habitual offender for years. Arrested. Lost my license. Took a lot of work to get it back. 10 over is good enough. Every time I went to court years ago, I swear I never heard of anyone in there for less than 20 over.
I do believe Rappahanock County is a bunch of flaming dicks. That county won't even build cell towers for fucks sake.
