I did not hear any slamming of Clinton or Biden. He specifically said that he and Clinton discussed the potential of Russia joining NATO and that after Clinton talked to his people he was basically told that cannot happen. It did seem like potentially an indirect attempt to throw shade at the power of the POTUS but it's also not exactly untrue. He really didn't say anything about Biden at all other than that he can't remember the last time they spoke.
