1985 Toyota pickup, rebuilt motor but was unable to set the timing because the timing marks would “bounce”. This is usually a TPS issue.

took the throttle body off and checked the TPS. I was unable to get a infinity reading off one of the checks so I ordered a new TPS.

Problem is I can’t get the new TPS to read infinity either...

Any tips on what direction to start looking in?
 
You did jump the t connector, yes? (Not that it matters much)
I will pass along what someone here , ( Aisin ) gave me when mine went sideways.
ohm readings are useless!
Let me go find the thread so you can read the whole deal!
Back pin the puter and read the actual values the ecm sees...

Look for " checking the database" on page 4..
it the toy section, it only shows "6 months ago" for a date as I'm not logged in.
Thinking back, when I put the 85re in my 83 I had some harness issues, the ohm test fubared 3 separate units, 2 of 3 run the truck fine.

I also took a pic of the circuit board of the ecu to verify it's pinout it with the fsm, good luck with it.
