I'd buy it. An aluminum boat is hard to fuck up. Worst case it needs a new outboard which is something I'd recommend anyway.

Username checks out.The 40 hp motors are decent, the lower units are pretty fragile and hard to find used. They bring a premium. The power trim system for tgat year is something else that brings a lot of money. If the powerhead blew tomorrow( they are known for hanging rods out the blick) you cpuld probably recoup have you're investment in motor parts. Older 2 stroke tiller handle engines with power trim are in high demand for duck hunters and flats guys. If you decide to repower,you cpuld recoup a fair amount on that engine. BTW, a new 40 hp will run you around $6000
our family has that same boat, should float in about 2" of waterThat looks like a great deal, especially if the trailer has most of its life left. If the motor runs, it is probably worth 1500. Boat and trailer in good shape worth at least 2. Package is only 30 years old and will zip right along with a 40. I gave 1250 for a 16' Lund of 70s vintage, no motor, galvanized trailer in good shape. Gave that amount again for a 2004 Mercury 25 2 stroke. And I'm happy with my deals. I could sell that motor any day for what I gave for it. Lund are considered the nicest aluminum v hulls, and that one is in good shape. I'll buy it if you don't.
