I don't remember as it has been a few years but they were not expensive (I bought two). The MilSurp Pioneer Rack Kit contains the rack, miscellaneous brackets, the straps, and nuts and bolts. I added the rubber isolators and the tools - the mattock is from when I served.

My M1028 had one when I bought it, but it was mounted on the inside of the bed and it got in the way so I tossed it.

Yeah, on my Deuce they are mounted at an angle over the spare. This (on the hood) was a painless way of mounting and would only be an issue when dropping the windshield.
