Here they are done by the state wildlife commission and require a live fire portion. There may be an “online” section to replace the classroom portion, but you still have to show up and shoot.
In FL you’re not required to have a hunting license until you’re 16, so I believe if you buy a lifetime license before that, proof of hunter’s safety isn’t required to buy it. We bought it for our 4 year old when he was a baby, and I’m getting ready to do it for our 2 year old now.
