I'm sure what ever Mexican Police Dept that is probably doesn't even have written policy so it's all good. Well good until the " detainee" starts to swing the handcuffs around you know like a weapon.

Seriously? It was a sarcastic comment based on the current political anti cop climate. Officers in order to protect themselves are following policy to the letter regardless of stupid it its based on the situation.
