Legitimately employed for 6+ months a year.
Retired over 50 with at least 1 source of income besides government. Aka retirement account of some sort, balance maintained above 5k. Or retired at any age with zero government assistance and a stable living environment.
Elected officials and their immediate family at any level are not allowed to vote. The elected government should not have the ability to vote for itself.
