Ya, that would probably do it. Once you start welding bends together it's pretty much game over getting anything in there though.

Then again, just leaving it wouldn't really do any harm in a set of headers or exhaust system. I think it would eventually blow out.

For headers that seems to be the way to go. On these air box eliminators they would still have to be cleaned up.

I was using a little flap drum on my die grinder to clean up the sugaring on them. It works but definitely takes some time.
 
aluminum foil. The good thick stuff. You'll need a dual flowmeter.

Harris makes the best US made one. Seal ends with foil and stick a hose in it to backpurge.
