Making the larger master fit whatever booster you have.

and it won't solve your problem which you've stated to be that the brakes don't work when the truck is off and there's no vacuum to make the booster work. Add a vacuum pump and vacuum reservoir.

Not saying you are wrong, just the first time I have seen this recommended..

I see brake kits that drop the front down to the jb6 calipers...would this help? I am I right to address this from the master down, versus at the wheels?

You said the brakes work fine when it's running....right? And the only suck when the engine is off...(no vacuum)...right?

If that's correct, solve the vacuum problem.

I feel like they do ok when running....maybe I am expecting too much but id love to be able to lock up all the tires like now if needed...
