There's a number of street closures around the capitol. It's probably giving that error because you're asking it to give you driving directions to a point you can't drive to right now.

Sure, but it's still giving you directions to a specific point - not to the city as a whole. Generally said point is the center of a city, downtown, major landmarks, etc, so it's probably giving you directions to the national mall or similar.
