9" axle seal leak

Figured this was a decent place to post this. My daily tj has a hp44/9" disc brake out of 77 f150/bronco under it. Rebuilt the rear axle due to a gear issue and put new timkin set20 axle bearings in. Driver side is fine so far. Passenger side is pouring fluid, literally pouring. Pulled it apart the other night. Seal checked out good so I put Permatex on the flange this time, let it dry, added the lost gear oil back, and drove it to work this morning. It still pouring gear oil. I know this seems to be a common issue with 9s but is there something i'm missing here (i'm use to floater stuff and not semifloat) or have I just not put enough permatex on everything yet to get it to seal up?
 
You sure you got the right seal?

Even if it leaks around the seal bore or around the shaft it shouldn't really pour out, just seep of sling a little fluid into the brake when driving at speed.
