I have seen this done a number of times.
Add a hoop, same plane the hood and make a bridge with tabs. Usually they have a through hole for the bolt removal and the top plate is less than an inch over the shock cap.

for sureMake sure you get the hubs, brakes and wheel/tire on both sides to flex and turn to make sure nothing hits before you fully weld them in place
So we changed The rod end today and got the shock mounted low and where it lines up up top
