There was a guy in chico California that had a bus setup like that On 8th street or 8th Avenue in line with the large antenna tower thats close to nord ave.

I'd bet there is a pretty fair chance they're coming back from a local to me mud bog event. Apparently it's off the wall wild party and people come from all over. Lots of rigs like that passing through town the week before and after.
