Both, but you are 100% correct. This is their window, when Trump leaves on Jan 20 he is effectively immune from prosecution by precedent. Question is whether they will try to change the rules because it will definitely come back to bite them.

I don't see this as being possible to get an impeachment voted on and get it to the senate and get a vote there to convict or not by Jan. 20th. From all the reading I've done in the past couple of days congress can't impeach/convict Trump after he leaves office because he'd be a private citizen and congress has no power to do that to a private citizen.
