What’s the best fluid to run to stop water from rusting my steel bead locks? I’m interested in trying mine maybe half full. Regular antifreeze? rv antifreeze?

Soluble oil ?

Beet juice

Lookup what tractor tires are filled with.

For tractor stuff if you dont use a tube the wheels rot away. Alot of tractor tire are filled with a calcium chloride and water solution. That can make the wheels rust quick.

My Kubota is full of calcium. /shrug

Tube them and add water. You can do it tubeless and it will take a while to rust. Add calcium chloride if you're worried about them freezing.

If you dont want them to freeze or rust, tractors use beet juice (sticky and nasty to deal with), RV antifreeze or windshield washer fluid.
Your profile says that you are in NC, so freezing (more than a few hours below 30F) arent overly likely, so I would suggest a gallon or two of RV antifreeze and enough water to get the weight you want.
