Flags should not be flown at night without illumination. To do so is a distress signal. The Flag Code was relaxed and modified to sell more flags.

If you can't fly your flag at night with direct illumination, take it down.

Flying the flag at night w/o illumination is exactly the same thing as using the local 911 dispatch channel to chat with your friends.
