Tuner EFI LIVE GM whats it worth ¿?

Unused that is, comes with xx licences, bought from a wholesaler / retailer in Idaho when I was driving thru a few years ago.

What you pay for it? Has the EPA cracked down on this where its unusable? I may be interested depending on what years it's good for.
