Scenario on where hoarding and flipping for a profit is most likely to occur, both scenarios there is only so many pallets of product available:
1) prices kept at current amount or even lowered. Can be bought at a discount, hoarded then sold by private parties for a greater profit mark up on the secondary market. Shelves drained and empty until supplies can be replenished
Scenario 2
2) prices are immediately doubled when the shortage is immanent, hoarders are turned away because the $$$ doesn't make much sense to flip for a profit OR they can't afford it. People who need it NOW will pay for it. Gives time for supply chains to normalize and potentially minimizing empty shelf scenario for people who NEED it.
