SB 632 Passed - a Win for OHV Recreation in So Cal!
Sunday, 29 September 2024
Good news for OHV recreation in Southern California - the governor has approved and signed SB 632! This bill authorizes creation of a pilot project to designate a portion of a public road located in Red Rock Canyon State Park (RRCSP) as a combined use highway to connect state OHV riding areas to adjacent OHV recreation areas on federally-managed public lands. With the recent approval of the RRCSP General Plan Update, OHV recreation was essentially removed from the boundaries of RRCSP. A side effect of this change is that OHV routes on public lands that lie adjacent to RRCSP were cut off from through-passage across jurisdictional boundaries between lands that are managed respectively by State Parks, the Bureau of Land Management (BLM), and the US Forest Service (USFS). RRCSP is located between Bakersfield and the Mojave Desert and lacks direct trail access to nearby federal lands for OHV recreation. This pilot project will provide a unified trail system between state and federal OHV riding areas while preserving traffic safety, improving natural and cultural resource protection, and reducing OHV trespass on private lands.
Notably, the letter Cal4Wheel submitted to the Legislature had a positive impact on seeing SB 632 successfully passed through the Transportation Committee, the Appropriations Committee, full approval by the House and Senate, and final approval by the governor.
