Given the time ahead, it seems like the most clandestine way to do it would involve a DCS on a 688 or 774 sub if not the Jimmy Carter. Air dropping a torpedo over the top seems excessively heavy handed when you are talking about Russian assets in a well monitored environment.
Potentially the P8 was tracking something while it was in the area...since that's really what its job is in peacetime.

Torpedoes are very deliberately programmed to NOT hit the bottom. Further, locating a fairly small object like a pipeline at depth is quite difficult even with the right sensors. A P8 doesn't have those. Nor do the vast majority of navy ships/submarines. You need a high resolution scanning sonar to do that. Certain submarines might be able to do it, though probably not without considerable effort.

Why would you go through the effort of bringing a visible surface ship to site to plant an underwater beacon, just to come back with a highly visible aircraft to drop a torpedo to hit an underwater pipeline of a hostile nation? Those are all actions with vessels you take when you have nothing to hide, not when you are clandestinely plotting to blow up something everyone will soon know is blown up. 744 boat from Groton to Faslane, load up with a DDS, move unseen into the Baltic, unload a weapon(s), putter away unseen. No one knows you are there. If you do this however you do not put a surface vessel atop for a few days and then bring a P8 back later to make sure they know you were in the area because that would be insane.
The most important thing to find out is if the pipeline imploded or exploded. That helps narrow the true actor.
I do not support the UKR .gov but the way this conflict has progressed is quite interesting, most specifically watching 1GTA get slapped around by a non-peer countries armored battalions and Russia's complete lack of SEAD ability. The rest is interesting as well, but those alone are worth mentioning.
