OHMVR Tour & Meeting of ODSVRA - May 15-16, 2024
Tuesday, 04 June 2024

On May 15, California State Parks staff hosted a tour of Oceano Dunes SVRA (ODSVRA) for the OHMVR Commission and members of the public. Cal4Wheel’s Natural Resources Consultant, Rose Winn, attended the tour and meeting to represent Cal4Wheel membership and advocate for protection of public access at ODSVRA.

Many members of the OHV advocacy community were also in attendance, including members of Cal4Wheel, representatives and members of American Sand Association, CORVA, Friends of Oceano Dunes, and members of the general public. Much to the disappointment of OHV advocates in attendance, the content presented by State Parks staff during the tour of ODSVRA focused solely on species conservation, habitat restoration, and dust mitigation. There was no information presented that addressed the OHV user experience, conditions or improvements for OHV riding at the SVRA, or user concerns about the SVRA.

These concerns were raised by advocates during the tour and at the OHMVR Commission meeting on May 16. While OHMVR Commission members indicated eagerness to learn more and develop new paths of action that would address PM10 concerns while preserving and restoring OHV opportunities at ODSVRA, there was no indication of a shared perspective on the part of State Parks staff. Cal4Wheel will continue efforts to:

  • Ensure that accurate, complete data is utilized to inform decision making regarding current and future public access for OHV and camping recreation at ODSVRA
  • Correct the administrative record specific to ODSVRA management, the Stipulated Order of Abatement, and ODSVRA compliance with State and County regulations
  • Collaborate with all advocates across the OHV community to advance synergy and impact in preserving and restoring OHV access at ODSVRA

A letter was sent from Cal4Wheel and American Sand Association to CA State Parks OHMVR Division Deputy Director, Sarah Miggins, and members of the OHMVR Commission, to summarize our concerns and advance opportunities for continued collaboration with CA State Parks and the OHMVR division.
