Treasury Secretary Steven Mnuchin warned on Tuesday that individuals who reject an offer from their company to return to work after being laid off due to coronavirus are no longer considered eligible to receive federal unemployment benefits.

Mnuchin said that companies receiving benefits under the Payroll Protection Program who are inviting employees who had been laid off or furloughed due to the coronavirus crisis to return to work should plan to notify state unemployment offices of their offers.

If the employee, in turn, turns down the job, they would then be considered ineligible to receive expanded unemployment benefits.

“If you offer a person a job..and that person does not take the job..then that person would not be allowed to get unemployment,” Mnuchin said Tuesday.

Mnuchin’s comments come as Republican lawmakers have ramped up warnings that the recent boost in jobless benefits amid COVID-19 will “push unemployment higher,” as many individuals are able to collect more money through the unemployment programs than they made while on the job.


Under the “Phase 3” economic stimulus package passed in March, also known as the CARES Act, Congress provided $250 billion to extend unemployment insurance to more workers, and lengthen the duration to 39 weeks, up from the normal 26 weeks. The provision allowed for an extra $600 to be provided a week for four months to those losing their jobs amid the crisis.


The Wall Street Journal reported last month that about half of U.S. workers can earn more with these jobless benefits than they did while working -- a factor that could hurt efforts by some businesses to reopen.

The CARES Act included a new “Pandemic Unemployment Assistance” program, which extends unemployment benefits to self-employed, independent contractors, those with limited work history, and other individuals not traditionally eligible for unemployment benefits who are unable to work as a direct result of COVID-19.

The stimulus package also provided an additional 13 weeks of unemployment compensation to individuals who have exhausted their regular unemployment benefits, as well as a supplemental payment of $600 per week for up to four months.

The average state already gives out $463 per week in unemployment benefits. When combined with the new $600 per week, the average unemployed individual can collect $1,063 per week—the equivalent of more than $26 an hour, or $55,000 per year.

Unemployment benefits traditionally require a worker to be laid off to collect benefits, and so many people are not yet aware that the relief bill allows a person to quit and still collect as long as they “self-certify” that they had to quit because of the coronavirus situation. The relief bill says that staying home to be the primary caretaker of children who are out of school counts as one automatically valid reason.

And while traditional unemployment benefits pay out based on an employee’s previous income, the new benefits pay a flat $600 extra per week even if a worker’s previous job paid less.


LABOR DEPARTMENT WATCHDOG CONCERNED ABOUT 'UNPRECEDENTED DEMAND' FOR UNEMPLOYMENT BENEFITS

The generous payments are temporary, however. They are scheduled to last for four months, ending July 31.

But Democrats included an extension to that date in their “Phase 4” legislation which passed last week. The bill extends unemployment benefits of $600 payments, in addition to state benefits, through January 2021.

Meanwhile, the inspector general for the Department of Labor said last month that it had “significant concerns” about the “unprecedented demand” for unemployment benefits amid the crisis, highlighting issues related to state preparedness and the risk of fraud among those receiving relief.

The inspector general noted that the risk of fraud and improper payments is “even higher” under the new Pandemic Unemployment Assistance program because claimants “can self-certify” their unemployment qualifications. The inspector general urged the Department of Labor to establish methods to detect fraud and recover those improper payments.

So you have everybody who ever had a political aspiration saying "if you're scared stay home"

NOW you have them saying, If you stay home you aren't eligible for unemployment.

You can say that is a choice, but that isn't a choice.

Once they are getting the check, I am not sure the system is set up to go back and check if the company offered them their job back.

I don't see how this is really going to work.

To me this is a political nightmare. If you force someone back to work and they get sick, your screwed. And people will continue to get sick... its inevitable.

If you let them sit home and send them a check, you financially break the country.

It's lip service. I don't believe they have the capability to enforce what they are saying, a means of know who was offered a job or not.

That's the way it's been for years, my brother was laid of in 09, filed for unemployment and collected for 6 months, in that time span he turned down 4 jobs because he didn't like the commute or "corporate atmosphere".
 
This makes total sense. Dont companies have to turn in lists of furloughed employees to the state govs? Seems like it would be easy to cross reference if so.
 
Right now if you refuse to go back to work when your employer calls its an automatic refusal of benefits for 6 weeks. Ive talked with a few employers ratting out their now former employees.
 
I do large event (like the SD Padres, concerts, etc.) security risk management and have 30 people working for me doing the same. We have all been out of work since this COVID thing started. I went on unemployment because why not, its available and I am out of work due to no fault of my own. I was very late in applying because I have always worked for my money and had to get over that.

I have to go on line and certify bi-monthly that I have looked for work and there is none available. When I get the odd job I claim it and my benefit is reduced. I do think that extra $600 a week has got to end. Its great getting $2400 a month over what I would usually make from the government for doing nothing, but it has to end. Its not much of an incentive to go back to work when you are getting paid more to stay home. Some of the part-time guys I have on my employment list are getting weekly $70 unemployment benefit, plus $600. They all have government retirements and there is no way they would ever put in for $70 a week. Most of them are always asking me for work, there just isn't any right now.
 
Unfortunately all of my employees who said they were scared and took a furlough, most likely won't be getting a call back, and will find themselves looking for new jobs. Not by choice...our work just never came back and probably won't.

Employers standpoint, not paying for unemployment when you want to have them there making money. If someone is to afraid to work, and you need a job done, you will have to replace them with someone willing to show up.
 
I see tons of places hiring. Mostly food and retail but they are jobs. I get unemployment but at this point people are choosing not to work and should not be rewarded.

This is the biggest hole in the entire Republican platform and one I was hoping Trump would address.

This list of LOSER companies contains almost all of the LOSERS that should have failed in 2008.

We have Federal laws to protect citizens if the companies fail, the only people who will lose money if AIG or GM fails are people who funded unsecured tranches and funding rounds. HEDGE FUNDS AND SPECULATORS.

If a FUCKING HEDGE FUND is getting a bailout, I want my second Trumpbuxx check. God fucking dammit :mad3:

I really don't understand how an employee would decide not to show up for work when requested, and still think they have that job. That's pretty much the definition of quitting a job.


I'm a little bitter/jealous. My state gamed the system and furloughed state gov employees one day a week and signed them all up for the fed work share thing which gets them the 600/week plus whatever the state UI is, regardless of their income levels. I'm in the same situation getting furloughed one day a week, but my company didn't sign up for the work share so I have been getting 0 out of it. How many people in that work share thing are actually doing work share stuff?

How is it fair to place the burden for the survival of these companies on people who don't have a profit interest in them? I don't have anything to do with GM. I don't use GMAC, I don't buy their products, I don't work there, I don't own GM stock, I don't hold GM bonds or debt instruments....

You completely missed the point of my post.
The point is if the government forces an industry to shut down and go to zero revenue for a period of time they need to compensate for that loss. To say they should fail when the government forces them to close is authoritarian to another level.

Where should the money come from? Oh I dont know maybe stop giving it to Israel, pull the troops out of the middle east, lay off some buearocrats, end the war on drugs, there is plenty of money they piss away.
