Deployed by "State Officials" is the dead give-away. Show us where Gov Hochul deployed the NG to protect this hotel. She is the only one that has that power of authority.

More than likely no. National Guard (Army and Air Force) can be directed by the Governor of the state they are from and there is no component like that for the Marines. Both the Active and Reserve sides of the Corps work at the DOD discretion.
