It's more of a reference to the president's gaffe about how absentee ballots are fine but mail in are fraud prone.
There is a big difference - the "mail in voting" they are talking about isn't the same process as the standard absentee ballot. What these state gov'ts are talking about doing is sending out unrequested ballots to all their citizens or all the "registered" ones. Then they want to make sure nobody is missed, so they will come up with some method to add registrations by driver licenses and things like that. Then they want to send out postage pre-paid envelopes, which we all have seen are not postmarked. Then they want to make sure we give them at least a few days past election day to collect as many as possible, in case USPS has lost them, or if people only mail them in on the day of the election. All of this is different than absentee, except for the part where they get sent with USPS, which is still the only reason I need to NEVER vote by mail/absentee. The rest of it is a huge invitation for actual real fraud.
