Why are we watching drunk people stand on a street corner? Does anything happen?

In the evening is when you want to check it out. When I was watching some hotties in very little came strolling by (warning; land whales also with not enough on). Some cougar flashed the camera and that started a short succession of flashes from a few others that where strolling by at the moment.

I saw a news story a few weeks ago about a guy in the north east watching the key west camera witnessing a rape.
so I guess that happens.
