it kinda looks like they just double nutted it, with something that is not a traditional looking nut.

I re-use nylocks and prevailing torque nuts all the time. I know you "shouldn't" but I've never had issues. Except for that one time when my track bar fell the fuck off.

Looks like it "sprags" down on the shank, wonder how it performs against nord-locks?

Garbage. Just use a nordlock and be done. Never had a nordlock come loose.
