I guess I always have had it wrong. I always thought the vehicle going downhill took the right of way so the uphill vehicle didn't have to backup uphill. This is the way its always worked around here to my knowledge, although this rarely happens. You usually see someone downtrail in plenty of time to pull off and wave someone up.

Growing up in pretty hilly area I was taught this even on the paved roads.
 
I thought that whoever is going up hill has the right of was but I generally just try to get as far over as I can to let the other person by. I live on flat land but drive down a lot of narrow roads.
 
Same here. Never seen people get in a fight over it, though. Its usually a case of "who can get out of the other guy's way easier".
