received a ford 9" for a GM a body a couple years ago. I did not know how badly one of the brackets was welded until I pulled the frame and could get a good look at it. ( I always knew it was off)
Im thinking of cutting MOST of the bracket just above the weld. Then move the bracket into its proper location. the small portion I will not cut should keep the bracket located. Then re weld the cut. on both sides. (Miller 251 welder). Bracket is for an upper control arm. the bracket is off more then the pic shows. once i put in POLY mounts I doubt I would be able to get the bolt thru as it is now.

Misalignment will occur if you do that.
Looks like you are gunna lose +-3/8" of altitude/height from the axle tube.

I'd cut it flush through the welds, all but the center. Leave that about 5/16". Then twist that fuckà to the proper àngle. Use a burr bit to vee groove the cut lines. Then burn it in over the cuts.

great. That’s pretty close to what I had in mind.
