1st answer:

I don't think he knew they were looking at him. He probably thought he was obscured by the trees between the building and stage. I also think he knew he missed, hence his volley of spray-and-pray before leaking his brain blood all down that roof.


2nd more realistic answer:

He knew they were there, and he knew they were going to give him a few minutes to shoot, but once he fired a shot, he was going to take rounds incoming, per their agreement. He whiffed, realized he whiffed, then fired a few hail-marys, and got head shotted per the original plan. SS went "well fuck, Trump's still alive, guess we better go pretend to be human shields while we take a fucking hour to get him off the stage into a waiting SUV."
