It's part of the trying really hard to make it justified to Canadians. Everybody knows that the only organized people fighting Russia in ww2 was the nazis. Everybody knows there is still huge nazi propaganda and support in Eastern Europe because of that legacy.

Canadian-made WD-40 cans are already being changed to adopt the American formulation. Apparently current Canadian-made cans contain propellants with between 50 and 70 per cent aliphatic hydrocarbons, whereas the American cans are between 10 and 20, thus already compliant.
