My Dad was a tool & die maker. Did his apprenticeship in the late 40’s. Since his passing I’ve been sorting through his tool boxes and have ran across several things unfamiliar to me. This is a Starrett whatchamacallit. The inner dial is adjustable. The sleeve on the end of the tube is pressed on. The entire tube rotates and is hollow with something down in that I can’t see.

High Speed Indicator, a Revolution Counter

To count revolutions of the shafts that ran machinery, engineers used counters like this one. The manufacturer, L. S. Starrett Company of Athol , Mass., called the device a speed indicator, although it has no timekeeping apparatus.

It's rubber, it turned into dust about 40 years ago.

they're handy for all kindsa tachometer type things
like sizing compressor pullies or setting governor adjustments
