Its not pliable.
It reminds me of a sinker release device.
Its about 1 1/2" x 1 1/8"

It definitely looks like it slides onto a nylon strap...maybe for a fly fishing bag or something? Then the fly rod itself pops into the other end?

Had something similar as a kid, holds both parts of a two part rod together...

Edit, mine didn't have the holes though, maybe a rod mount?
