Federal Surplus - Need an Account?

I've found some random crap on federal surplus (generators) that look like a good deal. When I talked to the people in charge, they asked if I had a Federal Surplus account. Which I do not. Has anyone gotten an account for Federal Surplus? Worth it or nah? Difficult or easy? I did a search for info on getting such account but no luck. Of course their website doesn't show anything.

I figure its like most government stuff. Either sat little/unused in a warehouse/container forever and needs cleaning up or its been beaten/abused and probably half-trash by now. But if I can snag a few good pieces then it might be worth it.

Who are you asking? What entity are you trying to buy from?
If you find an auction site, you have to register, set up an "account" so that you can't bid and bail
