Originally they would have a rubber or magnesium runflat insert, aftermarket options are PVC or HDPE pipe. Looks like TrailWorthy still sells PVC ones.

Buster, those are 1st gen humvee 8 bolt wheels that have been recentered. Stock was a mag or rubber run flat. Pvc inserts are available, but need to know what tires you will run as bead thickness ess changes. Heavy as hell, but you get double beadlocks.
Consider what tires you want to run before you pull the trigger on H1's. Tires for 16.5-inch rims are available, just not the most common size.
You can get surplus military 37's for them fairly cheap, have not looked into it in a while so do know who is the go-to for surplus tires.

The wheels currently have some 42x 16.5 pitbull Rockers on them
Yah those tires are dry rotted and cracked all over the place. Don't think I would run them.
