2004 Dodge 2500 issues

I was on pirate for years. Glad I found this place. I picked up an 2004 dodge with a Cummins. I am working through some items. It has a wonky transmission. Which I'll get to. But first what is thus line?

that's the additional heat exchanger for the trans.
perhaps it failed and was bypassed?

IIRC dodge calls it a torque converter cooler, which is the dumbest name ever, but there ya go dodge.
